Housing Starts Report measures construction of residential units and permits taken out to begin construction. This report can be affected by seasonal factors as well as other factors like weather or any event that may prevent the normal construction of residential housing. The Census Bureau of the Department of Commerce releases the raw data around the 16th of the month for the prior months housing start activity at 8:30 ET. The raw data can be seen here
