The report is an estimate from sample surveys. They are subject to sampling variability. The report is based on a sample of houses selected from building permits. Preliminary new home sales are subject to revision due to the nature of a survey data vs. actual data. New home sales are a total of new homes constructed with a commitment from a buyer for the past month. Housing is a indicator of the health of the U.S. consumer. U.S. consumers buy less new homes when they lack confidence in the economy. This leads to a decline in household goods and other related spending.
